An effective planning tool to help the supervisor set objectives is Management by Objectives (MBO).
MBO begins when the supervisor explains the goals for the department in a meeting. The subordinates take the goals and propose objectives for their specific job. Then a set of measurable objectives for each employee are jointly determined, prioritized and formalized.
